Events that protected subjects attend must be approved weeks in advance and can only be approved after the Secret Service determines the venue is safe.
On the same day of the shooting, Jill Biden gave a speech in Pennsylvania to a small crowd in a closed conference room. She spoke for just 5 minutes. The Secret Service sent 12 additional post agents to protect Jill Biden that day, but only sent three extra agents to guard President Trump in a wide-open field with 20,000 people there.
