People won’t “read the bill” for a variety of reasons: because they don’t have time, it’s too hard to understand the “legalese” language, they believe their newspaper editors and TV commentators wouldn’t lie to them. To counteract the lies, states that are changing the voting rules should prepare an easy-to-understand chart outlining the differences between the old laws and the recommended new laws. This chart should then be mailed to EVERY registered voter in the state and perhaps even printed as a full-page ad in the local newspapers.
