All businesses should go to city hall and get a refund on your permit fees. If you pay a fee to be able to open a business and are not able to open then you should get your fees back otherwise it would be fraud to have taken your money then after they have your money say no you can’t open.
Better yet, the businesses forced to close should sue for “taxations without representation”…since they were forced to close and not operate as had paid the money to operate their business!
