Two things can be true at once. First, President Trump has done an impressive job of fighting back against the border crisis with exactly zero Congressional help. Second, even with those efforts, our border is in shambles. It has been in shambles since the 80s, and the Democrats have worked tirelessly to keep it that way for decades.

That’s doubly true for migrants coming from south of Mexico. It takes multiple stages of security failures and outright aid to the migrants for this problem to reach what we have seen.
